Evakoista, kaupunkiutopiasta ja Urho Kekkosesta Talvisodan aikana viipurilaiset luetteloivat tarvitsemansa koti-irtaimiston ja luovuttivat kotinsa avaimet viranomaisille. Viipurilaisten sijoittamisessa oli omat ongelmansa. Kaupunkilaiset eivät kyenneet hankkimaan toimeentuloa maalla, eikä heitä haluttu Helsinkiin sekoittamaan työmarkkinoita. Keväällä 1941 Kekkonen ehdotti uuden kaupungin rakentamista Pohjanmaan rannikolle. Rahoittaja oli tiedossa, samoin arkkitehti, joten Suomen hallitus myöntyi. Entä jos jatkosota ei olisikaan syttynyt, vaan sotimisen ja Viipurin takaisin valtaamisen sijasta olisi perustettu Uusi Viipuri? Millainen kaupunki siitä olisi tullut?
