Money laundering schemes are constantly evolving, which requires public authorities to constantly up-date their knowledge and implement state-of-the-art measures to combat corruption. The monograph demonstrates how the Ukraine can improve its implementation of FATF recommendations to fight money laundering and corruption and how it can better organize the mechanisms of state regulation and the monitoring of financial activities. This monograph offers a new approach to implementing an anti-corruption strategy in Ukraine and suggests how the fight against corruption within government can be streamlined using modern methods and a risk-based approach. The Constitution of the Empire of Japan, known informally as the Meiji Constitution, was the constitution of the Empire of Japan which had the proclamation on February 11, 1889, and had enacted since November 29, 1890 until May 2, 1947. Enacted after the Meiji Restoration in 1868, it provided for a form of mixed constitutional and absolute monarchy, based jointly on the Prussian and British models. In theory, the Emperor of Japan was the supreme leader, and the Cabinet, whose Prime Minister would be elected by a Privy Council, were his followers; in practice, the Emperor was head of state but the Prime Minister was the actual head of government. Under the Meiji Constitution, the Prime Minister and his Cabinet were not necessarily chosen from the elected members of the group. Through the regular procedure for amendment of the Meiji Constitution, it was entirely revised to become the "Postwar Constitution" on November 3, 1946, which has been in force since May 3, 1947. The Meiji Restoration in 1868 provided Japan a form of constitutional monarchy based on the Prusso-German model, in which the Emperor of Japan was an active ruler and wielded considerable political power over foreign policy and diplomacy which was shared with an elected Imperial Diet. The Diet primarily dictated domestic policy matters. After the Meiji Restoration, which restored direct political power to the emperor for the first time in over a millennium, Japan underwent a period of sweeping political and social reform and westernization aimed at strengthening Japan to the level of the nations of the Western world. The immediate consequence of the Constitution was the opening of the first Parliamentary government in Asia. The Meiji Constitution established clear limits on the power of the executive branch and the Emperor. It also created an independent judiciary. Civil rights and civil liberties were guaranteed, though in many cases they were subject to limitation by law. However, it was ambiguous in wording, and in many places self-contradictory. The leaders of the government and the political parties were left with the task of interpretation as to whether the Meiji Constitution could be used to justify authoritarian or liberal-democratic rule. It was the struggle between these tendencies that dominated the government of the Empire of Japan. The Meiji Constitution was used as a model for the 1931 Ethiopian Constitution by the Ethiopian intellectual Tekle Hawariat Tekle Mariyam. This was one of the reasons why the progressive Ethiopian intelligentsia associated with Tekle Hawariat were known as "Japanizers". By the surrender in the World War II on 2 September 1945, the Empire of Japan was deprived of sovereignty by the Allies, and the Meiji Constitution was suspended. During the Occupation of Japan, the Meiji Constitution was replaced by a new document, the postwar Constitution of Japan. This document—officially an amendment to the Meiji Constitution—replaced imperial rule with a form of Western-style liberal democracy.

The large caseloads to be tried in the courts and the dissatisfaction of jurisdictions with the judgments are the main reasons for the application of mediation in the courts. The culture of litigation and the Civil Law system applied in Brazil are driving factors in order to arise more lawsuits, given to a greater possibility of different decisions for similar situations, in contrast to the Common Law, applied in almost all of the United States, where the citizen is more cautious when filing lawsuits, because it is more difficult to reverse a precedent. The Kenya Association of Manufacturers (KAM) is the representative organization for manufacturing industries in Kenya. We all believe that the courts must be open, impartial, efficient and eﬀective to secure rights, reduce uncertainty and promote a conducive atmosphere for investment. Well-designed laws and regulations cannot, on their own, ensure business rights are actualized, without an institution that will, through dependable interpretation, enforce those rights and settle disputes. Access to justice is a basic principle of the rule of law and is a basic human right. It is also closely linked to poverty reduction, since being poor and marginalized means being deprived of choices, opportunities, access to basic resources and a voice in decision-making. Lack of access to justice limits the effectiveness of poverty reduction and democratic governance programmes by limiting participation, transparency and accountability. Over the recent past, topics that have featured prominently in the Kenya Magistrates' and Judges' Association (KMJA) and KAM sponsored annual conferences have generally been about challenges in trial processes including the impact of limited public knowledge of court processes, corruption, illicit trade, customs, taxation and tariffs, intellectual property and standards. Impact assessment/evaluation is done after a policy change to determine its impact or lack thereof. The report shows how the Business Advocacy Fund made a point of attempting to assess the impact made by KAM. This report determines whether there was any impact after the commercial law benchbook was designed. Not reform to regulation per se, but an effective means of ensuring that judges are all aware of the law relating to commerce so that they can apply more consistently.

Mary Regina’s nursing home is a substantive 10-hour journalistic novel hybrid with content assembled over 5 years of research by a retired former journalist and certified internal auditor, William J. Beerman, Sr. The factual information assembled during the research is wrapped in a human interest story about William's Catholic German-American family during the post-WW II years in Pittsburgh, PA and his mother's 13-year divorce war with his father, a steelworker. The book includes 2018 reporting on state attorney general investigations and lawsuits encompassing 65 nursing homes and more than 1 million patient-days of nursing home care. The book is named after William’s mother, Mary Regina, who died after a short stay in a nursing home. After Mary Regina’s death, William filed suit over the mistreatment his mother had suffered, and he began looking into how the government oversees nursing homes. What he found out was alarming. William’s well documented complaints about the nursing home to the state department of health (DOH) were not handled satisfactorily. As a former auditor, he knew the methodology that the DOH used to investigate the complaints was doomed to fail. After researching his mother’s case, William realized that hundreds of thousands of others had filed complaints about nursing homes. He decided to broaden out his research from his mother’s case study. He looked into how the state and federal oversight systems work. The author wants to share what he found out with nursing home consumers. This book gives a voice to thousands of families and patients who have experienced neglect and abuse while in a nursing home.
