The Constitution of the Empire of Japan, known informally as the Meiji Constitution, was the constitution of the Empire of Japan which had the proclamation on February 11, 1889, and had enacted since November 29, 1890 until May 2, 1947. Enacted after the Meiji Restoration in 1868, it provided for a form of mixed constitutional and absolute monarchy, based jointly on the Prussian and British models. In theory, the Emperor of Japan was the supreme leader, and the Cabinet, whose Prime Minister would be elected by a Privy Council, were his followers; in practice, the Emperor was head of state but the Prime Minister was the actual head of government. Under the Meiji Constitution, the Prime Minister and his Cabinet were not necessarily chosen from the elected members of the group. Through the regular procedure for amendment of the Meiji Constitution, it was entirely revised to become the "Postwar Constitution" on November 3, 1946, which has been in force since May 3, 1947. The Meiji Restoration in 1868 provided Japan a form of constitutional monarchy based on the Prusso-German model, in which the Emperor of Japan was an active ruler and wielded considerable political power over foreign policy and diplomacy which was shared with an elected Imperial Diet. The Diet primarily dictated domestic policy matters. After the Meiji Restoration, which restored direct political power to the emperor for the first time in over a millennium, Japan underwent a period of sweeping political and social reform and westernization aimed at strengthening Japan to the level of the nations of the Western world. The immediate consequence of the Constitution was the opening of the first Parliamentary government in Asia. The Meiji Constitution established clear limits on the power of the executive branch and the Emperor. It also created an independent judiciary. Civil rights and civil liberties were guaranteed, though in many cases they were subject to limitation by law. However, it was ambiguous in wording, and in many places self-contradictory. The leaders of the government and the political parties were left with the task of interpretation as to whether the Meiji Constitution could be used to justify authoritarian or liberal-democratic rule. It was the struggle between these tendencies that dominated the government of the Empire of Japan. The Meiji Constitution was used as a model for the 1931 Ethiopian Constitution by the Ethiopian intellectual Tekle Hawariat Tekle Mariyam. This was one of the reasons why the progressive Ethiopian intelligentsia associated with Tekle Hawariat were known as "Japanizers". By the surrender in the World War II on 2 September 1945, the Empire of Japan was deprived of sovereignty by the Allies, and the Meiji Constitution was suspended. During the Occupation of Japan, the Meiji Constitution was replaced by a new document, the postwar Constitution of Japan. This document—officially an amendment to the Meiji Constitution—replaced imperial rule with a form of Western-style liberal democracy.

Under the subheading "Pain," the guidelines discuss the theories behind various thresholds of pain, and recommend that a subject's "resistance is likelier to be sapped by pain which he seems to inflict upon himself" such rather than by direct torture. The report suggests forcing the detainee to stand at attention for long periods of time. A section on sensory deprivations suggests imprisoning detainees in rooms without sensory stimuli of any kind, "in a cell which has no light," for example.

The digital space is a powerful enabler for more inclusive democratic discourse, participation and policy-making. At the same time, digitisation comes with new challenges. The abundance of data in the online space and powerful algorithm-based technologies pose serious risks to privacy, as well as to other interrelated human rights. The trans-border nature of the Internet itself presents significant legislative and judicial challenges for existing legal and institutional frameworks. This book follows on from the June 2019 seminar paying tribute to the outstanding contribution of Lawrence Early, Jurisconsult of the European Court of Human Rights, as he was about to retire. The seminar brought together members of the judiciary and prominent legal practitioners and academics, as well as representatives of European institutions and non-governmental organisations. Speakers from different legal systems and jurisdictions exchanged views on the ways to address the complexity that protection of human rights online presents for the judiciary. The seminar focused on three major subjects: judicial protection of freedom of expression and the right to privacy in the digital environment; the concept of jurisdiction in the World Wide Web; and the implications of Big Data. The present work was born as a proposal oriented to the progressive elaboration of an integral approach to the international regulation of normative applicable to the International Criminal Court. As such, this first edition is introductory in each and every sense, aiming at providing the new-born reader of a general idea of the related topics. Future editions shall broader and deepener particular sub-areas, both in relation to legal areas as well as activities performed throughout international criminal conducts and the International Criminal Court regime. Part I analyses the Court's precedents as well as its institutionalization process according to the general normative of International Criminal Law. Part II deals with Rome Statute's general provisions as well as the International Criminal Court's operative background. Part III boards the International Criminal Court's functioning and outcomes. Part IV treats the importance of the International Criminal Court as well as some -until now- unprosecuted actions. Part V is a closing remark of the general text.

At this very moment, battles are raging over copyright in the output of artificial intelligence programs. Not only books but wallpaper, computer programs, pop songs, cartoon characters, snapshots, and cuddly toys are now deemed to be intellectual properties—making copyright a labyrinthine construction of laws with colorful and often baffling rationales covering almost all products of human creativity. It wasn't always so. Copyright has its roots in eighteenth-century London, where it was first established to limit printers' control of books. But a handful of little-noticed changes in the late twentieth century brought about a new enclosure of the cultural commons, concentrating ownership of immaterial goods in very few hands. Copyright's metastasis can't be understood without knowing its backstory, a long tangle of high ideals, low greed, opportunism, and word-mangling that allowed poems and novels (and now, even ringtones and databases) to be treated as if they were no different from farms and houses. Principled arguments against copyright arose from the start and nearly abolished it in the nineteenth century. Nonetheless, countless revisions have made copyright ever stronger.
